Undersecretary Sillaste-Elling: the Warsaw Summit must confirm NATO’s unity and solidarity

01.06.2016

On June 1, The Foreign Ministry's Undersecretary for Political Affairs Kyllike Sillaste-Elling participated in security policy consultations between the Foreign and Defence Ministries of Estonia and Spain in Madrid, where main issues under discussion were the NATO summit in Warsaw, terrorism, the situation in Syria and Libya and the Eastern Partnership.

On the subject of the forthcoming Warsaw Summit, Sillaste-Elling highlighted that Estonia expects a strengthening of NATO’s defence and deterrence stance from the Summit. “Even though our centre of attention will remain on increasing the Alliance’s presence on the Eastern flank, the Summit must also take a broader and longer-term view of risks from the South,” Sillaste-Elling said, and added that Estonia and Spain agree that the Summit must confirm NATO's unity and solidarity.

In regard to terrorism, Undersecretary Sillaste-Elling stressed at the consultations, that the foundation of the fight against terrorism is prevention, which is based on impeding radicalisation through strategic communication, education and integration, both in Europe and in countries at risk. “The solution to the fight against terrorist lies in resolving conflicts and in assisting and dealing with the countries where extremism is spreading,” Sillaste-Elling said.

According to Undersecretary Sillaste-Elling, the Eastern Partnership builds on mutual commitments and joint responsibility. “Ukraine and Georgia have met the necessary conditions for visa freedom and now it is necessary to complete the process. Public support for the integration of the Eastern Partnership with Europe, the implementation of reforms and the credibility of the EU are all dependent on this,” Sillaste-Elling said.

Estonia and Spain hold regular political consultations and Spain is Estonia’s partner in the European Union and its NATO ally. Spain has contributed to the NATO Baltic air policing at Ämari Air Base in 2015 and in Siauliai in 2016.

The Estonian delegation in Madrid was led by the Undersecretary for Political Affairs Kyllike Sillaste-Elling, and the Defence Ministry’s Undersecretary for Defence Policy Miko Haljas. The Spanish delegation was led by the Secretary of State for Foreign Affairs Ignacio Ybáñez Rubio and Chief of Cabinet of the Secretary General for Defence Policy, General Juan Antonio Moliner González.
