26.01.2016

Today, on January 26, Foreign Minister Marina Kaljurand spoke at the Cybertech 2016 Conference in Israel about Estonia as an e-state, cyber security and the validity of international law in cyberspace.

According to Kaljurand, rapid developments in the field of information and communication technologies (ICT) in recent decades have influenced many fields. “For Estonia as well, ICT has been a decisive factor from the standpoint of development, growth, social prosperity and stability," Kaljurand said her speech. She added that the introduction of information technology in government and services simplifies people's everyday lives, raises competitiveness and trust, and helps to save on expenses.

The Foreign Minister stressed in her speech that vulnerabilities and risks come along with an active use of ICT. “In order to protect our contemporary and successful e-lifestyle, we need to constantly deal with guaranteeing cyber security. This requires close cooperation with allies and partners, on the technological, legal, defence and diplomatic level,” Kaljurand said. According to the Foreign Minister, countries must have a clear understanding of the technical, organizational, legal, political and security risks accompanying the introduction of ICT.

In her speech, the Foreign Minister also spoke about the fact that international law must take into account new technologies and the risks associated with them. Kaljurand emphasized that Estonia is working in organizations such as the United Nations, in order to guarantee the validity of international law, including human rights in cyberspace and to promote the consensus of states in the implementation of law.

Israeli Prime Minister Benjamin Netanyahu also spoke at the conference, stressing the importance of cyber security and international cooperation, and praised Estonia's progress in the cyber-sphere.
